Bio-Professional Background (Brief)

Promboon has been entitled as a next generation partner in Legal500’s 2023 edition. With her strong experience in tax and M&A and knowledge and experience on extensive relevant fields such as accounting, finance, and commercial, Promboon is known as an outstanding lawyer who can integrate knowledge of different fields in providing excellent and practical solutions for the clients. Promboon’s reputation, built on long-term relationship and referral by clients’ word of mouth, has led her self-made law firm to being recognized as a top tier law firm in Asia Pacific from its first year.

Apart from being recognized in private practice, Promboon is invited to sit as an expert counsel to the law committee at the Office of the Royal Society; a member of the tax committee at Thai Chamber of Commerce; and a member of the working group of Revenue Tax Law Reform under the National Reform Committee.

Promboon volunteers to dedicate her expertise to enhance efficiency in the tax system of Thailand by joining the Tax Research and Development Foundation. She also found PROMPT Legal Academy, a learning community for lawyers established to support young generation lawyers to develop their legal practice skills from early stage of career.

Background

• Promboon Sookatup has extensive experiences from over a decade of practice in tax and customs laws. Promboon graduated LL. B. from the Faculty of Law, Thammasat University (2^nd class honour); and obtained LL. M. from the School of Law, Queen Mary University of London in major of International Commercial Law. In addition, Promboon has graduated a Master of Business Administration (MBA) from the Faculty of Commerce and Accountancy, Chulalongkorn University.

Work Experience

• Promboon has worked in Tax Department for Blumenthal Richter & Sumet Ltd., a law firm of which Tax Department has been consecutively ranked in tier 2 in previous editorial, where she was in charge as a senior associate and reported directly to Mr. Sumet Mingmongkolmitr, the senior partner who is recognized as a leading individual in Tax practice. At Blumenthal Richter & Sumet Ltd., Promboon has involved in all tax matters including contributing advices on tax and customs matters and representing clients in disputes with relevant government authorities.
• After her successful period at Blumenthal Richter & Sumet Ltd., Promboon gained further experiences at Weerawong, Chinnavat & Partners Ltd. in M&A Department where she involved in several business transfer/acquisition projects of companies listed in the Stock Exchange of Thailand or their subsidiaries.
• Promboon is appointed as an expert counsel to advice the legal terminologies committee under the Office of the Royal Society.
• Promboon is appointed for a fourth term as a subcommittee for revenue tax of the Thai Chamber of Commerce (Term 2020-2021) which represents its members in giving responses to government’s policy towards issuance and amendment of laws relating to revenue tax.
• This year, Promboon has been appointed by the National Research Council of Thailand to be a leading researcher of the Study and Research on investment laws and regulations in the Red Sea Region.
• In 2018, Promboon was appointed into a working group of Revenue Tax Law Reform under the National Reform Committee of which mandates are to perform research on problematic issues in the current Thailand’s revenue tax system and to produce a report on suggestions for revenue tax reformation to the government. The report was finalized and submitted to the National Reform Committee in late 2018.
• Promboon has been a committee of the Tax Research and Development Foundation since its formation in 2007. The foundation is a non-profit organization founded with mandates to develop and enhance efficiency of Thailand’s tax system.
• Promboon is often invited to speak in tax related matters for private and public groups such as speaking on the topic of tax matters related to family business for life insurance customers, giving lecture in a seminar on the topic of investment in foreign countries arranged by the Board of Investment of Thailand.
• Promboon is ranked as a next generation partner in the Legal500 2022 edition.

• Promboon has led Tax Department at PROMPT since 2018. Clients mostly refer to her for her strong value in the ability to understand commercial needs and business practice enabling her to proactively bring up fresh aspects, both legal and commercial.
• Promboon has served clients in all tax matters including but not limited to giving advice on corporate tax planning, specific commercial transactions and M&A projects; and representing clients in settling disputes with the Revenue Department.
• Promboon is enthusiastic in applying her tax expertise to serve clients’ new demand. This year, Promboon initiated a training program on transfer pricing to share knowhow with the clients on how to self-prepare transfer pricing documents. With this program, the firm can collaborate with the clients in producing the documents using fewer working hours and thus saving cost for the clients.
